Congressionally Directed Spending Requests Application - FY 2026

The Office of Senator Klobuchar is accepting Fiscal Year 2026 (FY26) Congressionally Directed Spending requests for state and local government entities and non-profit organizations based in Minnesota. This funding opportunity allows members of Congress to request funds in the annual federal budget to be allocated for specific projects in their states.

The FY26 application form is subject to change pending guidance from the Appropriations Committee, including a list of eligible accounts for CDS. A specific list of the CDS accounts and eligibility requirements in the FY25 process is available here.

To apply through the Office of U.S. Senator Klobuchar:

  • Please use the link below to access the application portal.
  • Organizations are encouraged not to wait until the last minute to begin this process so that any corrections that need to be made or any questions that need to be answered can be completed before the deadline.
  • The application deadline is March 31, 2025, 11:59 PM CT
  • Please carefully consult the relevant program guidance for a complete list of accounts and information on their respective eligibility requirements. Please pay particular attention to matching funds requirements in certain accounts. *Note guidance is subject to change.
  • All submissions must include a detailed project budget.
  • For-profit entities are not eligible.

Our application form aims to identify high-impact projects in Minnesota that can be completed with federal government assistance. Submitting this application should not be construed as a guarantee that funding will be awarded; funding is limited, and not all eligible requests will be funded.

Senate Rules require all congressional offices to disclose and provide a description of congressionally directed spending project requests on the Senator’s website. Any CDS request that Senator Klobuchar submits to the Senate Appropriations Committee must comply with Senate Rule XLIV.

The requesting entity must comply with any request presented to them by the Government Accountability Office or any other federal entity performing an audit, investigation, or oversight function. Any funding award associated with this request does not guarantee support or funding in future fiscal years.
